How the EU’s Digital Product Passports are shaping UK materials innovation

The EU is building a new digital infrastructure for products. At the centre of it are two tightly linked developments: the Ecodesign for Sustainable Products Regulation (ESPR) and Digital Product Passports (DPPs).

For many UK businesses, these developments may seem like another EU compliance requirement. However, they represent a more fundamental shift in how product information is created, shared, verified and used to generate value across supply chains, especially in materials-intensive industries. 

For the UK, their significance extends beyond domestic regulation to market access, materials innovation and data readiness. 

What is ESPR?

The Ecodesign for Sustainable Products Regulation (ESPR) is the EU’s flagship sustainability framework for products. It replaces the older Ecodesign Directive and significantly expands its scope beyond energy-related goods to cover almost all physical products on the EU market. 

Fundamentally, ESPR is designed to make products more transparent in terms of material composition and supply chain data, ultimately making them easier to repair and recycle, and resulting in a lower environmental impact across their lifecycle. 

The key change is the introduction of a much stronger data obligation. ESPR regulates what information must be available about a product, how it’s structured and how it can be accessed and shared across supply chains. 

One way to understand its significance is through a comparison with GDPR. While the two regulations have different objectives, ESPR similarly requires organisations to understand what information they hold, where it comes from, who’s responsible for it and how it’s managed. 

For many businesses, the greatest challenge will be building the systems, processes and governance needed to support consistent, reliable product data across increasingly complex supply chains.

Digital Product Passports: the mechanism that makes ESPR real

Digital Product Passports (DPPs) are the enforcement layer that makes ESPR operational in practice. A DPP is a digital record attached to a physical product, designed to carry verified information across its lifecycle. 

It includes all of a product’s details across its manufacturing supply chain, such as raw material sources and composition, environmental footprint data, compliance documentation and instructions for repair, recycling or end-of-life treatment. 

The concept ensures that all entities across the value chain, including manufacturers, repairers, recyclers, regulators, and (in some cases) consumers, can access verified product data via a digital identifier, such as a QR code. Digital Product Passports therefore turn the ESPR policy framework into action. 

Why this matters for UK materials innovation

For UK materials innovators, from polymers and composites to batteries and advanced materials applied across any market sector, ESPR and DPPs are becoming a new market interface for material intelligence. 

There are three major implications: 

1. Materials now need a digital identity 

In the ESPR landscape, it’s no longer sufficient to develop a high-performing material in isolation. Companies increasingly need to know and demonstrate where raw materials and chemicals come from, what the verified environmental impact is, how the material behaves across its life cycle and whether it can be disassembled, reused or recycled. 

In effect, materials are no longer just physical inputs; they’re becoming data-bearing assets. This shifts innovation upstream, meaning UK materials companies that cannot structure and evidence their data risk being excluded from EU-facing value chains, even if their material performance is superior. 

2. Innovation advantage shifts toward traceability and verification 

Historically, materials innovation has been judged on attributes such as strength, weight, conductivity and cost. Under ESPR, a new layer emerges: verifiable sustainability intelligence. This includes chain-of-custody systems, embedded traceability, lifecycle assessment data integration, and standardised reporting formats across suppliers. 

In practice, digital capability becomes as important as laboratory capability, and materials innovation increasingly converges with data infrastructure, compliance and product lifecycle platforms. 

3. UK companies are likely to adopt DPPs for market access, not consumer demand 

Many UK companies will implement DPP systems not because UK consumers are requesting them, but because they’re required to maintain access to EU markets. 

This means adoption of DPPs will be export-driven rather than domestic-policy-driven, investment decisions will be shaped by EU regulatory timelines, and UK supply chains will effectively align with EU data standards. Even without a UK equivalent régime, the pull of the EU market will effectively export ESPR compliance into UK industry.

Batteries: the first mandatory DPP

The EU Battery Regulation makes batteries the first mandatory Digital Product Passport use case from February 2027. This significant milestone shows the first legally binding activity, as opposed to previous voluntary or pilot-based frameworks. 

The regulation applies to the entire supply chain for products entering the EU market and establishes a precedent that’s likely to extend to other market sectors over time. For UK manufacturers involved in EVs, energy storage, electronics or advanced materials, this is now a direct product-level requirement for continued access to EU markets. 

For batteries, the long-term benefits may ultimately outweigh the compliance burden. A common data framework can improve traceability, support circular business models and make it easier for innovative materials and technologies to demonstrate their value throughout the supply chain. However, the transition period is likely to be challenging, particularly for smaller companies that face the greatest costs in adapting systems and processes.

DPPs for emerging technologies

Although the long-term benefits are likely to outweigh the costs in mature markets, the picture is less clear for emerging materials. Passport systems are inevitably designed around existing products, established metrics and known performance characteristics. If data models become too rigid, they risk favouring incumbent technologies and creating additional hurdles for novel materials that don’t fit neatly into predefined categories. 

This means the relationship between Digital Product Passports and innovation is unlikely to be straightforward. They encourage innovation in how materials are deployed, verified and circulated through the economy, while potentially creating additional barriers to the development and commercialisation of entirely new materials. Whether that tension becomes a barrier or a catalyst will depend on the design of the régime itself. Well-designed standards can create space for new materials to prove their value. Poorly designed standards risk locking existing assumptions into the market and making it harder for the next generation of materials innovations to scale.
